Max Payne 3 Highly Compressed 10mb Speed

This is as much of a question as it is a suggestion. Is there some technical reason why games sold on steam don't use compression? Bioshock infinite takes 30 gigs to download, and from my understanding next gen games on the ps4 and im assuming PC will be 50 + gigs. I realize for the vast majority of users that this sort of data consumption is tiny. But for those gamers living in countries where your isp throttles speed and limits your bandwidth its crippling. 30 gigs for example is my monthly data allowance and if i go over im charged $1 per 10mb.
